Buying a new-build home in Andorra: what you need to know

Taxes on a new-build purchase

New builds are not subject to transfer tax (4% ITP) but to 4.5% IGI, Andorra's VAT, paid to the developer. Foreign investors also pay the foreign real estate investment tax: 6% on the first home and 10% from the second (with a 90% reduction if you let at an affordable rent for 10 years). Add notary fees and paperwork. Residents with more than 3 years of effective residence do not pay the foreign investment tax. Full details in our guide to taxes in Andorra.

Buying from outside Andorra

Non-residents (and residents of fewer than 3 years) need prior foreign investment authorisation, which the Govern decides in around two months. Each foreign investor can buy up to 2 homes, or 1 detached house or plot. Buying flats for tourist use is not authorised. Always make the reservation conditional on the authorisation and, if needed, the mortgage. Step by step in how to buy a house in Andorra.

How off-plan purchases are paid

The usual structure is a reservation, a private contract with stage payments during construction and the balance on completion, when the deeds are signed. Before signing, check that the contract sets the completion date, penalties for delays, the building specification and how your advance payments are protected. Only Andorran banks can lend against Andorran property: estimate your payments with our mortgage calculator.

New builds and passive residency

Since 2026, passive residency requires investing €1,000,000 in Andorran assets, and each property bought must be worth more than €800,000. Developments such as Residencial Prat Gran or La Gonarda Exclusive meet that threshold. See the requirements in passive residency in Andorra 2026.

New build or resale?

New builds offer energy efficiency, a choice of finishes, no renovation and stage payments during construction; the trade-off is waiting for completion. With a very tight rental market, many families moving here buy off-plan and rent in the meantime. The average actual price of flats in Andorra was €4,570/m² in the second quarter of 2026, with Escaldes-Engordany above €6,000/m²: see property prices by parish.

New builds in Andorra: frequently asked questions

What taxes do you pay when buying a new build in Andorra?

4.5% IGI on the price (instead of the 4% transfer tax on resales), notary fees and, for foreign investors, the foreign real estate investment tax: 6% on the first home and 10% on subsequent ones.

Can a foreigner buy a new-build home in Andorra?

Yes, with prior foreign investment authorisation if you are not resident or have been resident for fewer than 3 years. The limit is 2 homes, or 1 detached house or plot, per investor.

Can a new-build home be used for passive residency?

Yes, if the property is worth more than €800,000 and your total investment in Andorra reaches €1,000,000. You also make a non-refundable €50,000 contribution and must live in the country at least 90 days a year.

How do you pay for an off-plan property?

Usually with a reservation, stage payments during construction as set out in the contract, and the balance on completion. The contract should set the completion date, penalties and how advance payments are protected.

Where are the new-build developments in Andorra?

Escaldes-Engordany and Andorra la Vella have most of the flats and penthouses; Ordino and La Massana the houses, townhouses and plots; Encamp and Canillo much of the mountain supply.

How much does a new-build home cost in Andorra?

It depends a lot on the parish: the average actual price of flats was €4,570/m² in Q2 2026, and Escaldes-Engordany is above €6,000/m². The houses and townhouses in our developments start at €1,750,000.
